On Thursday, April 6 the Christchurch City Council will be meeting at 10am. On its agenda is:

  • A report from the Innovation and Sustainable Development Committee which recommends the Council show leadership by reducing its use of plastic bags. The Committee is also recommending the Council expand community education on alternatives to single-use plastic bags and lobby central Government for a national response. The Committee’s recommendations follow the presentation of a petition to Council last year which called on it to make Christchurch free from single-use plastic bags.
  • A report from the Innovation and Sustainable Development Committee which recommends the Council agree to some amendments to the draft Development Contributions Policy.
  • A report from the Social and Community Development Committee which recommends the Council endorse the Christchurch Botanic Gardens Spatial Plan. The spatial plan provides a visual illustration of the Botanic Gardens Master Plan which was developed following public consultation in 2007.  Once the report has been considered by Council on Thursday,  Parks staff intend to hold a drop-in session to get public feedback on the plan. 
  • The annual reports from the Banks Peninsula, Christchurch-West Melton and Selwyn-Waihora water management zone committees. The Chairs of some of the Committees will attend the meeting to talk about the committees have done over the past 12 months.
  • A report which advises the Council of the outcome of the review of the Psychoactive Products Retail Locations Policy. The Policy was adopted by the Council in November 2014 and limits the location of retail outlets selling psychoactive products to the central city where there is good visibility and a police presence. The Council resolved to review the Policy after two years. That review has now been completed. The findings suggest the Policy remains fit for purpose.
  • A report informing the Council about the National Policy Statement on Urban Development Capacity (NPS-UDC) and what the Council is doing to give effect to it. The NPS-UDC was gazetted by the Government in November last year and is aimed at ensuring there is an adequate supply of housing and business land to meet future demand. It includes specific policies for high growth areas such as Christchurch.
  • A report updating the Council on progress on the Land Use Recovery Plan actions relevant to the Council. The Land Use Recovery Plan is a statutory document that was put together after the earthquakes to set a framework for rebuilding and recovery that supports existing and new communities, commercial and business needs, infrastructure requirements and environmental constraints. It contains 50 actions, 25 of which apply to Council.
  • A report which recommends the Council approve the name ‘Christchurch & Canterbury NZ’ for the new Council Controlled Organisation (CCO) that will be responsible for promoting tourism, events, international education and economic development in Christchurch. The new CCO brings together the Canterbury Development Corporation, Christchurch & Canterbury Tourism, and some activities currently undertaken by the Council’s Events Unit. At Thursday’s meeting the Council will also be asked to approve a transition plan and governance arrangements for the new organisation.
  • A report seeking Council’s approval of a draft submission to the Minister for Building and Housing supporting a proposed housing development scheme on surplus reserve land at Riccarton Racecourse. The development scheme has been prepared by Ngai Tahu Property and includes provision for a minimum of 180 affordable homes to be built on the land within five years.
  • A report which recommends the Council appoint or confirm elected members to the Sister City Committees, the Christchurch Stadium Trust, the Creative Communities Assessment Panel, the Riccarton Bush Trust, the Summit Road Protection Authority and Central Plains Joint Committee, Canterbury Waste Management, and the Nga Hau e Wha National Marae Charitable Trust.
