Councillors are set to consider and adopt Christchurch City Council's Draft Annual Plan on Wednesday 12 February, which outlines what the Council plans to deliver over the coming year, and how it will pay for it.

“Staff have been working closely with elected members for a number of months to find a balance between delivering the services our communities value, investing in the city's future, and keeping rates as affordable as possible,” says Bede Carran, Chief Financial Officer. 

“It is a challenge every year, but we have managed to keep the proposed increase to single figures again, without compromising the services that people expect from the Council. Christchurch is recognised as one of the most desirable places in the country to live, work and visit, and our balanced approach and careful planning helps contribute to this.” 

The Draft Annual Plan has a proposed average rates increase of 8.93% across all ratepayers. This would be 8.64% for the average household, or $6.05 a week. 

“The Draft Annual Plan being presented to Councillors next week also includes an operational spend of $718 million on the Council's day-to-day activities, and a capital spend of $735 million – this will help ensure the community has fit-for-purpose infrastructure and great facilities to help them continue enjoying life in Ōtautahi Christchurch.”

Once adopted, the Draft Annual Plan will go out for public feedback from Wednesday 26 February 2025 until Friday 28 March 2025.
