
Christchurch City Council is inviting feedback on a number of additional submissions lodged for its Heritage Plan Change (Plan Change 13).
From today until 11 April 2025, anyone who meets the requirements in the Resource Management Act can make a further submission on the additional submissions received by the Council during Plan Change 13’s original notification period in 2023.
“Some additional submissions were not notified then because of the way plan changes 13 and 14 were originally interlinked, and there was one submission that was accidentally left out of the summary, so these are all being notified now,” says Council Head of Planning and Consents Mark Stevenson.
“Even if you submitted on Plan Change 13 in 2023, you can still make a further submission if you meet the Act’s requirements, but it must be limited to points already raised in the additional submissions.
“If you do make a further submission, you need to also supply a copy of it to the original submitter within five working days of you providing your further submission to the Council.
“Submitters’ contact details are available on our submission webpage so people know how to get in touch with them,” adds Mr Stevenson.
Plan Change 13 was originally notified for submissions alongside the Council’s Housing and Business Choice Plan Change (Plan Change 14) from 17 March to 12 May 2023.
The Council decided in December last year to withdraw parts of Plan Change 13 to clarify and narrow its scope ahead of a separate hearing on the remaining matters.
It was also required last year to make decisions on Plan Change 14 that related to policies 3 and 4 of the Government’s National Policy Statement on Urban Development, which require greater building development within and around the central city, suburban commercial centres and planned high-frequency and high-capacity public transport routes.
Accordingly, the Council has already made decisions on a limited number of heritage matters, mostly related to requests for the removal of heritage protection for particular buildings.
The hearing for Plan Change 13 is expected to take place in June this year.
