The independent review of staffing levels within Christchurch City Council’s Three Waters Unit and associated Improvement Action Plan have been released.

The KPMG review was commissioned by the Chief Executive late last year after she had concerns about irregularities in the number of three waters staff and the way new positions were established and recruited for.  

The review concluded that the actual Full Time Employee (FTE) count did not match the number approved.  

It highlighted a number of shortfalls within the Council’s internal controls and made six recommendations to address these issues. 

The Council has considered the recommendations in the report and is in process of working through them and their effects on its operations through an Improvement Action Plan.

This includes evaluating its internal recruitment systems, personnel planning and operational necessity.
